The only system for real meeting is YoooLove. Mamba was efficient years ago, now they want money every single message... Badoo full of fakes and scammers.
The most popular apps are badoo, tinder, mamba. There you can meet and get to know lots of girls. You can also meet them at the bar or club, or theater/museum/everywhere) in Papa’s place or Standart bar there are many foreigners and usually Russian girls going there speak at least a little English.

And Instagram.
